Stop Henoko! Close Futenma!: 100 civil society organizations and 32 U.S. elected officials join the Letter of Request to U.S. Congress members

 

Critical momentum has been building up in the civil society's movement against the Japanese and U.S. government's plans to build a U.S. military base at Henoko-Oura Bay, Okinawa, Japan. As of October 19, 100 civil society groups and organizations and 32 U.S. elected officials at state and municipal levels have joined our Letter of Request to U.S. Congress members. We expect that more organizations and elected officials will join the Letter.

The Letter urges the U.S. federal legislators to take the initiative to stop the base construction at Henoko-Oura Bay and close the dangerous U.S. Futenma Air Station for which the Henoko base is being built as its replacement.

 

Eighty-seven civil society groups and organizations originally sent the Letter in early September. Then, the Letter Sending Campaign moved to the next stage. Led by the Democratic Socialists of America International Committee, U.S.-based organizations began reaching out to elected officials as well as civil society organizations.  

 

The fact that the 100 organizations and 32 elected officials have signed on to the Letter signifies the civil society's unwavering support for Okinawa's struggle against the Henoko base construction over the last two decades. It also indicates that the civil movement can grow into a more significant grassroots-political movement.

 

The Letter of Request shows that the Henoko base construction plan violates the principles of democracy, environmental protection, and human security. It shows that the Japanese government has provided misleading information to the U.S. government regarding the issues of the soft seafloor at the construction site and the environmental impacts the base construction has caused. It explains the dangers, such as PFOA/PFOS contamination, the residents living around Futenma Air Station face.

 

We express our appreciation to all who have joined the Letter, and we will try to make the best of this momentum. Our next objective is to have the U.S. Congress hold a hearing on the Henoko base project. To this end, we will continue to invite other organizations and elected officials to sign on to the Letter. We will send copies of the Letter to the Congressional Research Service and the Government Accountability Office, asking them to incorporate the information provided in the Letter into their reports. We will also send copies of the Letter to other Congress members.

100の市民社会団体、32名の米国州議会議員や自治体議員らが辺野古新基地建設反対の書簡に賛同

 

日米両政府による辺野古・大浦湾での米軍新基地建設計画に反対する市民社会の取り組みにおいて、重要な動きが広がっています。1019日現在、100の市民社会グループ/団体と、米国の州・自治体の議員32名が、私たちが米国連邦議会議員に送った書簡に賛同してくれています。今後さらに多くの団体や議員が賛同することが予想されます。

 

書簡は、米国連邦議会議員に対し、辺野古新基地建設を中止し、危険な米軍普天間飛行場を閉鎖するためのイニシアチブをとるよう要請したものです。辺野古新基地は普天間の代替施設として建設されています。

 

当初、87の市民社会グループ/団体により9月上旬に送付された書簡ですが、その後新たな動きに発展していきました。米国のDemocratic Socialists of America International Committeeを中心に、米国に拠点を置く市民団体が、市民社会団体だけでなく、米国の州や自治体の議員にも働きかけ始めたのです。   

 

100の団体と32人の議員が書簡に賛同したことは、過去20年にわたる辺野古基地建設に反対する沖縄の取り組みへの国際市民社会からの揺るぎない支援を示すものです。また、市民運動がより大きな草の根・政治運動へと発展しうることを示すものです。

 

書簡は、辺野古新基地建設計画が民主主義、環境保護、人間の安全保障の原則に反していると訴えています。建設現場の海底が軟弱である問題や、基地建設が環境に与える影響について、日本政府が米国政府に対して誤解を招くような情報提供をしてきたことを示しています。そして普天間飛行場の周辺住民が直面しているPFOA/PFOS汚染などの危険について説明しています。

 

私たちは、書簡に賛同してくださった方々に感謝の意を表し、この動きを最大限に生かせるように努力していきます。次の目標は、米国連邦議会で辺野古基地建設に関する公聴会を開いてもらうことです。そのために、私たちは更に他の団体や議員に書簡への賛同を呼びかけていきます。米国連邦議会調査局と米国政府会計検査院にも書簡のコピーを送り、同機関報告書に書簡で示された情報を反映させるよう要請していきます。また他の連邦議会議員にも書簡を送付していきます。
