 Happy New Year! 一年の最初の日には不思議な力があります。私たちの思考や精神をポジティブなものにし、私たちの身体と魂にエネルギーとパワーを与えてくれます。そこから生まれる新鮮な視点は、環境の重要性とそれを守る必要性をより明確に認識させてくれます。 2023 年、 Okinawa Environmental Justice Project は生物多様性に富んだ辺野古・大浦湾とやんばるの森を、 " 緑の点をつなぐ“ことにより守っていこうと、改めて決意しています。私たちは、環境保護、平和、人権の密接な関係にポジティブな変化をもたらす agency となると決意しています。 Image Source: UNEP 新たな国際的枠組み 2023 年、 OEJP は、昨年までの地道な活動を継続しつつ、過去 2 年間に創設された 3 つの国際的な枠組みを取り入れて、活動を展開していきます。 2021 年 10 月、国連人権理事会は、 安全で、クリーンで、健康的かつ持続可能な環境に対する権利は「人権」 であることを認める決議を採択しました。 2022 年 7 月には、国連総会が 同様の決議を採択 しています。そして 2022 年 12 月、生物多様性条約は 「昆明 - モントリオール世界生物多様性枠組み」を採択 しました。この枠組みには 「昆明 - モントリオール 2030 グローバルターゲット」 が含まれており、ターゲット 3 では、 "2030 年までに陸上、内陸水域、沿岸・海洋の少なくとも 30 ％、特に生物多様性と生態系機能・サービスにとって特に重要な地域が効果的に保全・管理されていること " を確保・可能にすることを求めています。   普天間と辺野古・大浦湾 OEJP は、上記の国連人権委員会決議と国連総会の環境権／人権の決議が、米海兵隊普天間飛行場における PFAS 汚染、騒音公害、その他すべての安全性と健康問題に適用されるべきだと主張します。また、辺野古・大浦湾の環境破壊と生物多様性の喪失の問題にも適用されるべきだと主張します。米海兵隊普天間飛行場は、クリーンで、健康的かつ持続可能な環境に対する基地周辺住民の権利を侵害しています。 普天間飛行場の閉鎖は早期に実現されなければなりません。これ以上延期されることは許されません

2022年を振り返って Okinawa Environmental Justice Projectにとって、2022年は困難な年でしたが、希望を失わず取り組み続け、なんらかの成果をあげることができたと年だったと思います。   大きな期待、そしてウクライナ戦争 私たちは大きな期待を持って2022年を迎えました。2022年は、沖縄返還50周年、ユネスコ世界遺産条約50周年という節目の年でした。また、生物多様性条約と気候変動枠組条約が30周年を迎えました。私たちは、これらの歴史的な枠組みを使い、これまでの取り組みを前進させることができると期待していました。 しかし2月に入り、ロシアがウクライナに侵攻し、人命、財産、そして環境の破壊が続くことになりました。平和がいかにもろいものであるか、戦争がいかに始まったら止められないものであるかを思い知らされました。そして沖縄では「中国の脅威」の名のもと軍事化が進行していきました。島々へのミサイル配備が進み、米軍機が爆音を撒き散らしながら毎日のように私たちの上空で訓練をしています。そして辺野古・大浦湾では米軍新基地建設が、やんばるの森では軍事訓練が、環境や人々の暮らしなどどうでもいいかのように続けられました。ウクライナ戦争の影響やアジアでの戦争の暗い予感のなか、私たちの絶滅危惧種、環境、そして世界遺産を守る取り組みは果たして意義があるのかをということを問い続けていました。 沖縄に根ざしたプロジェクト: OEJP しかし、私たちは、沖縄に根ざしたプロジェクトとしてのOEJPの意義を見つめ、私たちができることに取り組むことで、この一年を乗り切ってきました。私たちは、OEJPが沖縄を拠点とするがゆえ、環境保護、平和、人権がいかに密接に関係しているかということを、他の多くの団体よりも理解できる立場にあることを強く意識するようになりました。私たちOEJPはどんなに小さく微力でも、この関係に何らかの前向きな変化をもたらすための団体になるよう努力する必要がある、と改めて考えました。 そして、この一年を通して、私たちは、平和、人権、環境、そして国内外を問わず、さまざまな団体と対話し、行動することに意識的に取り組んできました。セミナーやウェビナーでプレゼンテーションを行い、ウクライナでの戦争の終結を求める多くの署名や手紙に賛同してきました。また若い世代が

Happy New Year! New Year's Day has magical power. It helps us put our thoughts and spirits in a positive new light. It regenerates energy and power in our bodies and souls. And with our renewed eyes, we can see more clearly the importance of our environment and the need to protect it. This year, the Okinawa Environmental Justice Project is determined more than ever to protect the biodiversity-rich Henoko-Oura Bay and the Yambaru forest by "connecting the green dots." We are committed to being an agency to bring about positive changes in the interactions between environment protection, peace, and human rights. A Review of 2022 For the Okinawa Environmental Justice Project, the year 2022 has been challenging, but we have seen some silver linings.   High Expectations and the War in Ukraine We started the year with high expectations. The year marked the 50th anniversary of the reversion of Okinawa and the 50th anniversary of the UNESCO World Heritage Convention. It also marked the 30th anniversary of the Convention on Biological Diversity and the UN Framework Convention on Climate Change. We expected that these historical frameworks would enable us to push our causes forward.   Then came February, Russia invaded Ukraine, and the destruction of human lives, properties, and the environment would follow. With no end in sight, we are reminded of how fragile peace is and how unrelenting war is once it gets started. And in Okinawa, militarization has intensified under the pretext of the Chinese threat. Missile deployment to our islands is now underway, and military jets emitting loud noise are flying
