  Okinawa Environmental Justice Project(OEJP) は、やんばるの森が世界遺産に登 録されてから 2 周年を迎える7月26日に、日本政府が「世界遺産登録された沖縄島北部における自然環境の 保全における二カ国協力」という文書を発表したことを歓迎します。（ 英文原文 　 和仮訳 ） 私たちは、日米間の「環境補足協定」に基づき作成されたこの文書の重要性を認識しています。この拘束力のある文書では、日米政府がやんばるの森の「顕著な普遍的価値を将来の世代にわたり適切に維持される理念の下」「自然環境の保全に貢献」するとしており、両政府の決意を示しているといえます。そして今月 米国がユネスコに復帰 したことも 、この文書の発表にふさわしい状況を作ったといえます 。 OEJPはこの文書を作成した日米両政府に感謝したいと思います。特に環境省は、私たちの懸念や要望に耳を傾け、米軍との複雑な関係を乗り越えてこの文書を作成しました。またユネスコ世界遺産センターと国際自然保護連合 (IUCN)にも大いに感謝をしたいと思います。世界遺産センターとIUCNは、私たちの懸念に耳を傾け、日本政府の文書作成を支援をしてきました。また私たちは、米軍北部訓練場の問題に対して環境省、沖縄県、関係自治体が動かない中、問題提起のために粘り強く取り組み、OEJPと協力してくれた地域住民や市民社会のメンバーに心から感謝したいと思います。今回の新たな二国間協力の文書が作成されたのも、地域社会と市民社会のメンバーの取り組みがあったからです。 しかし私たちは、この文書はあくまでも文書でしかないことを忘れてはいけません。文書には本質的な欠点があり、この文書によってやんばるの森の「顕著な普遍的価値」の保護と維持が保証されるとは言えません。文書中の具体的な 3 つの協定の文言は非常に曖昧で、誤った解釈や操作がなされる可能性も否定できません。そして残念なことに、「環境補足協定」が、沖縄における PFAS の問題に対処する上で、いかに効果的でなかったかを私たちは目の当たりにしてきた事実があります。 それゆえ、私たち地域社会や市民社会のメンバーは、やんばるの森の「顕著な普遍的価値」を保護し維持するために、この文書が適切に履行されるよう監視し、保護や保全に積極的に参加していく必要があります。私たち

The Okinawa Environmental Justice Project welcomes the announcement by the Japanese government of the release of the document “ Bilateral Cooperation for Conservation of Natural Environment in the Northern Part of Okinawa Island Designated as a World Heritage Site ” on the second-anniversary date (July 26) of the Yambaru forest’s World Heritage inscription.  We recognize the importance of the document as it was created in accordance with  the Agreement Between Japan and the United States of America on Cooperation in the Field of Environmental Stewardship Relating to the United States Armed Forces in Japan, Supplementary to the Agreement Under Article VI of the Treaty of Mutual Cooperation and Security Between Japan and the United States of America, Regarding Facilities and Areas and the Status of United States Armed Forces in Japan . On July 14, five members of Okinawa's civil society met with officials of the Okinawa Defense Bureau over the issues of the U.S. military's discarded materials in the UNESCO World Natural Heritage Yambaru forest. The members were Akira Shimizu and Ikuko Isa of the No Helipad Takae, Noboru Gibo and Koichi Miyahira of the Okima River Basin Protection Found, and myself, Hideki Yoshikawa, of the OEJP. (We express our appreciation to Akino Miyagi, butterfly researcher who has made the issues of discarded military materials in the World Heritage site widely known.)
