Okinawa Environmental Justice Project

On June 8, 2026 , World Heritage Watch (WHW) , a Berlin-based NGO dedicated to protecting UNESCO World Heritage sites, released its highly anticipated World Heritage Watch Report 2026 . Included among the 5 7 global reports is a critical assessment by Okinawan civil society titled "Japan’s Report Omits Discussion of the U.S. Military’s Training in Northern Okinawa."  A view of the mountains of the NPOI from Yambaru Manabino Mori, an educational center. Between the NPOI and the center lies the NTA.  This marks the fifth contribution by the four authors (see the end of the press release) to the WHW Report since the Northern Part of Okinawa Island (NPOI) was inscribed as part of a serial UNESCO World Natural Heritage site in 2021. 2026 年 6 月 8 日、 ユネスコ世界遺産の保護に取り組むベルリン拠点の NGO 、 World Heritage Watch は、『 World Heritage Watch Report 2026 （ WHW Report 2026 ） 』 を発表しました。 57 の世界遺産からの報告には、私たち沖縄の市民社会による 「日本政府の報告書、沖縄北部における米軍の訓練を検証せず （ Japan’s Report Omits Discussion of the U.S. Military’s Training in Northern Okinawa ）」 と題した報告も含まれています 。 教育・宿泊施設「やんばる学びの森」から眺める世界自然遺産の山々 その施設と世界遺産の間には北部訓練場がある 2021 年に「沖縄島北部」（その他三か所）がユネスコ世界自然遺産として登録されて以来、市民社会がやんばるの森と米軍北部訓練場の問題を WHW Reports を通して、 ユネスコ世界遺産センターおよび国際自然保護連合（IUCN)に直接 訴えるのは 今回で 5 回目となります 。『 WHW Report 2026 』も 、 6 月 8 日にユネスコ世界遺産センターおよび国際自然保護連合（ IUCN ）を含む公式諮問機関に正式に提出されました。   環境省の中間評価シート、米軍機騒音と軍事廃棄物の証拠 今回の市民社会からの報告は、世界自然遺産「沖縄島北部」における日本政府／環境省の環境管理に異議を唱える新たな証拠を提示しています。特に注目すべきは、環境省が 作成した 『モニタリングに基づく中間評価シート（案） 』（ 2025 年）において、 米軍の訓練および軍事廃棄物に関する議論が欠如している問題を、沖縄防衛局の資料と対比して指摘したことです。 沖縄防衛局の騒音データ： 環境省の中間報告書において、米軍機の訓練に関する情報が全く欠如している一方、「沖縄島北部」に隣接する地域社会における深刻な米軍機の騒音について沖縄防衛局が記録をしており、環境省の取組みの不備を示している。 米軍廃棄物と境界管理： 2019 年、当時まだ世界遺産候補地であった区域内で、新たに投棄された米軍廃棄物が発見され、沖縄防衛局が処理していた。この発見は、「沖縄島北部」と米軍北部訓練場との間に明...
