On November 30, 2017, Okinawa Environmental Justice Project and The Informed Public Project sent the document "A World Natural Heritage Site Next to the U.S. Military's Training Area?: The Case of 'Northern Part of Okinawa Island' in Okinawa, Japan" to IUCN World Heritage Programme.

"Provide information" on Henoko base construction: U.N. human rights committee requests the Japanese government

On May 12, 2025, the Committee on the Elimination of Racial Discrimination (CERD), under the United Nations Convention on the Elimination of All Forms of Racial Discrimination, sent a letter to the Japanese government. Expressing concerns, the letter requests that the government provide information regarding the construction of a U.S. military base in Henoko-Oura Bay and explain  if the Henoko base construction has violated the rights of the "Indigenous people of Ryukyu and Okinawa." The CERD has regarded the issues related to the people of Ryukyu/Okinawa as those of an indigenous people. 辺野古新基地建設、　短い滑走路、普天間返還しない、そして軟弱地盤

 2026年2月15日、 沖縄タイムスの記事 で、米国特約記者平安名純代氏が、辺野古新基地の滑走路が短いことを米軍が懸念しており、長い滑走路が確保されない限り、辺野古が完成しても、普天間を使用し続けるとの立場をとっている、と報告した。平安名記者はこの米軍の見解を2025年9月の米政府の「公式文書」で確認している。そのすぐ後、 しんぶん赤旗 でもこの問題が取り上げられた。 これらの報道と関連しながら、OEJPとしても米政府（国防総省、議会調査局、米会計検査院）の情報の整理、分析を行った。そして4月5日にはOEJP代表の吉川秀樹が、沖縄平和市民連絡会主催の勉強会で報告、また4月17日は東京において「記者レク」という形で在京メディアに報告をした。下に記者レクで使用した資料を貼り付けるので参照していただきたい。 Earth Day Tokyo 2026 (4月18〜19日）でのジュゴン保護キャンペーンセンターの資料 そしてここ数日、「長い滑走路確保は日本政府の責任」とする米国防総省の立場が改めてクローズアップされている。 4月25日には しんぶん赤旗 が、4月24日までに公表された米国防総省の2027会計年度予算案の関連資料のなかに、長い滑走路の確保は日本政府の責任、確保できなければ普天間を継続使用するという見解が示されていることを報道。（なおOEJP代表、ジュゴン保護キャンペーンセンター国際担当の吉川秀樹の コメント も掲載。）また26日に 沖縄タイムスの平安名記者 が同様の内容を報告し、さらに米国連邦議 会上院議員が「なぜ（長い滑走路の）選定にこんなに時間がかかるのか」と疑念を呈していることを紹介している。 この状況をどうみるか。OEJPの記者レク資料に関連させながら、私見を述べてみる。 1) まず普通に考えて、米軍や日本政府が長い滑走路を選定していないことはない。 これだけ東アジアでの有事を念頭に War Games シミュレーションをやっている米軍、それに密接に関連している日本が選定していないのはあり得ない。 実際 2017 年4月までの時点で、米軍は日本政府の協力を得て、長い滑走路確保のために、沖縄県内の飛行場 1 箇所を含む 12 箇所を検証している（記者レク資料p.18~20）。ただし日本政府はその 12 箇所の公表を拒んでいる。   2) ...

Abe Government's Admission of Flaws in Henoko Base Construction Plan Challenges the Integrity of U.S. and International Institutions

Abe Government's Reluctant Admission © Asahi Shimbun After a long silence, the Abe government finally admits that the construction of a U.S. military base at Henoko-Oura Bay in Okinawa requires significant changes to the original land reclamation plan  (see Asahi Shimbun ) . Parts of the seafloor of the construction site have proven to be extremely fragile, or mayonnaise-like condition. To solidify the seafloor to support a functional airport, a "sand compaction pile method" needs to be carried out (see this video for sand compaction pile method ).  That is, casing piles will be driven into the seafloor as deep as 60 meters (or 90 meters below the water surface) and  the piles will be filled from the top with sand and other compacting materials. Then, the piles are removed slowly leaving the compacting materials in the form of a pillar thus solidifying the seafloor. With this procedure, 76,000 sand pillars will be placed in the seafloor (see Ryukyu Shimpo ).  ...
