A Note on the Nago Mayoral Election/名護市長選挙を振り返って

日本語は英語文の後にあります Disappointing Result: Kishimoto Yohei Defeated by Toguchi Taketoyo On January 23, 2022, in a closely watched Nago mayoral election, the incumbent mayor Toguchi Taketoyo defeated Kishimoto Kohei (former Nago city assembly representative).  With a 68 percent voter turnout rate, Toguchi gathered 19,524 votes, while Kishimoto gained 14,439 votes. Toguchi has secured his second term in the Nago mayor's office.  As a Nago citizen and an environment NGO member, I was disappointed with the result and surprised by the wide margin.  Kishimoto Yohei and his supporters wait election result I rooted for Kishimoto because, among other things, he showed his firm stance against the construction of a U.S. military at Henoko-Oura Bay on the city's east coast as the replacement facility for Futenma Air Station in Ginowan City. Connecting the Green Dots to Protect Okinawa's Environment

Happy New Year! On January 1, 2022、I went to the Setake beach and saw the sabani sailboat "Kibo no Umi (Hope Spot) against the backdrop of large construction ships in Oura Bay. My friend Takuma Higashionna salvaged an old abandoned sabani boat and renovated it to commemorate the designation of the Henoko-Oura Bay Coastal Water as a Hope Spot.  Very symbolic, I thought. These construction ships are enormous and overwhelming, and this sabani sailboat is so tinny in comparison. But the Kibo no Umi is supported by the vast oceans and people worldwide who wanted to protect them. Greenpeace sent the iconic Rainbow Warrior to Okinawa in protest against Henoko base construction in 2015. Mission Blue designated the Henoko-Oura Bay area as Japan's first Hope Spot in 2019.  U.S., Japanese, and Okinawan NGOs and individuals fought hard and long the "Dugong vs. U.S. Department of Defense" in the U.S. court from 2003 to 2020. Has the Japanese Government Been Honest to the U.S. Government on Fragile Seafloor at Henoko-Oura Bay?

On November 25, 2021, Okinawa Governor Denny Tamaki officially disapproved of the Okinawa Defense Bureau’s (Japanese government’s) application for changes in base construction design and work . With that, the Henoko base construction plan has entered a whole new phase.  Without approval from Governor Tamaki, the Bureau cannot proceed with ground reinforcement work required due to the extremely fragile seafloor at the construction site in Oura Bay. The Japanese government has admitted that, even if obtained Governor’s approval, the base construction would require at least 13 more years and would not be completed until the mid-2030s. The feasibility of the construction plan is in question. And now, the media report that the Japanese government had known the presence of the fragile seafloor by 2015 or earlier; it did not make it public until 2019 . Of course, “manipulating the release of information to the Okinawa public” has been a strategy of the Japanese government to push forward ...

やんばるの森を「真の世界遺産」に:防衛省・環境省との「意見交換」の報告

9月21日、辺野古・高江を守ろう!NGOネットワーク等の市民団体は、福島瑞穂参議院議員事務所の協力を得て、ユネスコ世界遺産となったやんばるの森(遺産登録名称は「沖縄島北部」)について環境省と防衛省と「意見交換」を行った。( 国際環境NGO FoE Japanのサイトを参照 ) 蝶類研究家で返還地の米軍廃棄物の問題に取り組んできた宮城秋乃さんや、私(吉川秀樹)もOkinawa Environmental Justice Projectの代表として沖縄からオンラインで参加した。まずこの「意見交換」の場を可能にした辺野古・高江NGOネットワークと福島議員事務所に感謝を申し上げたい。また対応してもらった環境省と防衛省の職員にも感謝したい。 オンライン集会と「意見交換」の視聴は こちらをクリック 今回の「意見交換」はやんばるの森が世界遺産に登録されて初めての政府とのやり取りであった。いろいろなことが確認できたと思う。 もちろん防衛省や環境省の回答はこれまでと変わらないところも多く、納得できるものではなかった。しかしユネスコ世界遺産登録はやはり重く、きちんとした対応をしないといけないという態度が少なくとも環境省の方からは感じられた。 沖縄における米軍基地の集中や訓練を「日米地位協定」をもって正当化してきた防衛省と、世界遺産条約という国際条約を守らなければならない環境省。その二つの省の立場とrapture (不和)が垣間見られた「意見交換」でもあった。 やんばるの森の世界自然遺産登録は、地位協定と世界遺産条約を必然的に向かい合わせながら、端的かつ根本的な問いを日米政府に突きつけている。「なぜわざわざ世界遺産のあるところで軍事訓練をしなければならないのか」。その問いをさまざまなチャンネルや枠組みを通して追求することが、やんばるの森を軍事訓練のない「真の世界遺産」にしていく鍵となる。 今回の「意見交換」はその「真の世界遺産」にしていく取り組みの第一歩であり、NGOとして世界遺産登録後のやんばるの森の保全の状況と北部訓練場の影響をIUCNに報告するための情報収集の第一歩でもあった。 ということでOkinawa Environmental Justice Projectとしての「意見交換」の内容報告は以下の通り。(防衛省と環境省に提出していた事前質問は こちらのリンクから )なお、宮城秋...

Henoko-Oura Bay Symposium 2021: Fragile Seafloor and HOPE SPOT

As the Okinawa prefectural government was finalizing its pivotal decision regarding the Okinawa Defense Bureau's application for changes in construction design and work for the Henoko base construction, it held an online symposium, "Henoko-Oura Bay Symposium 2021," on September 11, 2021.  Watch the Symposium (in Japanese) The symposium featured two keynote speakers, three panelists, and a poised and inspiring video message from Dr. Sylvia Earle, a renowned marine biologist, oceanographer, and the founder of Mission Blue, a U.S.-based conservation NGO.  It deliberated upon two themes: the issues of the fragile seafloor at the construction site and the need for the conservation of the environment of Henoko-Oura Bay designated as a "HOPE SPOT." The symposium highlighted the recklessness of the Japanese government pushing the Henoko project. やんばるの森の世界遺産登録についての声明/OEJP's Statement on UNESCO's Decision to Inscribe the Yambaru Forest to UNESCO World Heritage List

The original English version is below the Japanese translation. 2021年7月26日、ユネスコ世界遺産委員会は、沖縄本島北部 (やんばるの森)を、奄美大島、徳之島、西表島とともに 世界遺産に登録した 。Okinawa Environmental Justice Projectは、このユネスコの判断を、歓迎、遺憾、そして新たな決意をもって受け止めている。 まずOEJPはユネスコの遺産登録の判断を歓迎する。なぜなら、OEJPは市民社会のメンバーとともに、やんばるの森の世界遺産登録を目指してこれまで取り組んできたからだ。その取り組みにおいて、米軍北部訓練場と「返還地」の問題についてユネスコ世界遺産の諮問機関である IUCN(国際自然保護連合)に注目させる こともできた。その結果、環境省がIUCNに提出した2019年の推薦書において、 北部訓練場と返還地の問題を扱う枠組み (p242-3)が示された。 しかしOEJPは、 ユネスコ世界遺産の登録文書 において北部訓練場と「返還地」の問題が言及されなかったことについては遺憾の意を示したい。これらの問題は登録文書で言及されないにはあまりにも重要な問題である。 最後にOEJPは、ユネスコ世界遺産委員会の登録文書の要求に基づき日本政府が「世界遺産地の保護と管理のための早急な措置」についての報告書をIUCNに提出する際に(2022年12月まで)(p.9)、北部訓練場と返還地の問題を再度、IUCNとユネスコに提示することを表明する。 やんばるの森が世界遺産に登録されたことにより、やんばるの森と北部訓練場がより厳しい国際的監視のもとに置かれることになった。やんばるの森が真の世界遺産となるよう、これからも、地域住民グループ、環境NGO、市民団体とともに、OEJPは、IUCNやユネスコ、そして日米政府に働きかけていく。 English Version  (Original) On July 26, 2021, the UNESCO World Heritage Committee inscribed the Northern Part of Okinawa Island (Yambaru forest), along with Amami-Oshima Island, ...

39 Civil Society Groups ask the UNESCO World Heritage Committee to Address the Issues of U.S. Military Training Area in its World Heritage Inscription of the Yambaru Forest

Press Release With the 44th UNESCO World Heritage Committee Meeting in progress, on July 18, 2021, a group of 39 local community groups, NGOs, and civil society organizations sent the UNESCO World Heritage (WH) Committee Members a letter of request regarding the nomination of the Northern Part of Okinawa Island (NPOI), Okinawa, Japan for World Natural Heritage inscription.    The group asks the UNESCO WH Committee to follow the IUCN World Heritage Programme's recommendation to inscribe the NPOI as a World Natural Heritage site at the meeting.
